Because mostly they are programmatical or logical errors, where programmer has to fix the issue rather than handling or catching it.
Programmer has to catch and handle the RunTimeExceptions also.
Because it is very rare that RunTimeExceptions will occur.
Because mostly RunTimeExceptions occur at compile time.

Note: It makes more sense to fix those issues rather than catching and showing it to user.
